Final as-built SDA certification: what to have ready at completion
Final as-built certification is the step that turns a finished home into one the provider can submit for SDA enrolment. We've designed 63 group homes and SDA dwellings, so we know what an as-built inspection finds when an older home has been upgraded. Gary Finn is an accredited SDA assessor (SDA00039).
Where final certification sits
There are two stages: design certification before construction, then final as-built certification once built. Final is mandatory for enrolment of newly built SDA, including new build (refurbished) stock. See the full explainer on SDA certification. The Design Standard does not apply to dwellings seeking enrolment as existing or legacy stock. See SDA existing dwelling assessment.
Our experience
Gary Finn has designed 63 group homes and SDA dwellings. That design experience is why the inspection is thorough. An SDA assessor cannot certify a project they designed as architect or building designer, built as builder, or assessed as certifier. Sydney Access Consultants certifies homes designed by others. Do not assume the designer certifies their own work.
The completion evidence pack
| Item | Why the assessor needs it | Who provides it |
|---|---|---|
| As-built plans or measured survey | Shows dimensions the inspection will check: door clear openings, circulation spaces, bedroom sizes | Builder or surveyor |
| Design-stage certificate and assessed drawings, plus list of changes | Each change is a re-check | Project team |
| Bathroom wall reinforcement evidence (clause 7.2.1) | Photos before lining preferred; otherwise on-site testing such as a test screw fixing. Some certifiers may accept the builder's written certification, but we prefer to see it during construction | Builder |
| Ceiling hoist structure (clause 20.2) | At final stage the structure must be inspected and certified by a qualified structural engineer as suitable for hoists with a minimum 250 kg load | Structural engineer |
| Luminance contrast (clause 19.1) | Verified by measuring LRVs with a colorimeter or luminance meter. Smart phones shall not be relied on | Assessor or specialist |
| Emergency power (clause 22.1) | Solution covering at least a 2-hour outage to at least 2 double GPOs in participant bedrooms and any automated entry/egress doors | Installer |
| Emergency evacuation plan (clause 24.2) | Required at final stage only; must be provided to the occupier or their supports | Provider or designer |
| Robust category egress and retreat drawings (clause 25.5) | Final stage only | Designer |
| Product data for door hardware, taps and automated doors | Confirms compliance | Builder |

Where upgraded older homes most often fail at final inspection
From the five items we find most often in older group homes:
- Bathroom wall reinforcement with no evidence.
- A door somewhere in the house that does not meet the clearance for the highest category claimed.
- Thresholds that end up with a lip after floor finishes go down.
- No accessible path to the letterbox.
- Bedroom sizes that differ, so one room pulls the home down to a lower category.
Add the completion-only items: hoist engineer's certificate, LRV meter readings, emergency power, and the evacuation plan. These are paperwork that was not needed at design stage, so they get missed.
Timeline: when to book the as-built steps
- Before linings: photograph reinforcement and hoist structure. Book a mid-construction check if the home is an upgrade.
- Before floor finishes: check thresholds and set-downs.
- Before landscaping: confirm the letterbox and entry paths.
- At practical completion: final inspection with the evidence pack ready.
- Then the provider applies to the NDIA for enrolment.
Certification is not enrolment
Certification does not mean the NDIA will enrol the dwelling. The NDIA decides after the provider applies, against the SDA Rules at the time. See the current NDIS SDA Pricing Arrangements on the NDIS website, who pays for SDA homes, and SDA funding intact NDIS October 2026. Edition 1.1 is still current. Edition 2.0 is under review. See SDA Design Standard review.
NSW and Queensland
Sydney Access Consultants takes SDA assessment work in both states. No Queensland office claim.
Answer-ready questions
What is final as-built SDA certification?
Final as-built certification is the second of two SDA Design Standard certification stages. Once the dwelling is built, an accredited third-party SDA assessor inspects it and certifies that it meets every requirement for its design category. Under the SDA Design Standard, only a built dwelling can get a final certification suitable for NDIS enrolment, and final as-built certification is mandatory for enrolment of newly built and new build (refurbished) SDA.
What does an SDA assessor need at the final as-built inspection?
Expect to provide as-built plans or a measured survey, the design-stage certificate with a list of any changes, photos of bathroom wall reinforcement taken before lining, and, where the category requires them, a structural engineer's certificate for the ceiling hoist structure (minimum 250 kg), luminance contrast readings taken with a colorimeter or luminance meter (not a phone), details of the emergency power solution, and the emergency evacuation plan. Some of these are only required at the final stage, so they are easy to miss.
Does final SDA certification guarantee NDIA enrolment?
No. The NDIA decides whether to enrol a dwelling after the provider applies, against the SDA Rules at that time, regardless of the assessor's certification. Certification shows the building meets the Design Standard for its category. Enrolment and funding are NDIA decisions.
Can the architect who designed an SDA home certify it?
No. The NDIA's conflict-of-interest rules stop an SDA assessor from certifying a project they designed as an architect or building designer, built as the builder, or assessed as the building certifier.
