How to Prepare Access Plans Properly

A project can look compliant on paper and still fail the people who need to use it. That gap usually appears when access planning is treated as a late-stage checklist rather than a core design input. If you are working out how to prepare access plans, the real task is not simply marking compliant dimensions onto a drawing set. It is coordinating circulation, thresholds, sanitary facilities, wayfinding, vertical transport and usable amenity so the built outcome works in practice.

For developers, architects, builders and approval teams, access plans sit at the intersection of code compliance, design quality and project risk. Done well, they support approvals, reduce redesign, minimise site variations and create environments that are equitable to use. Done poorly, they leave unresolved conflicts between architecture, services, structure and statutory obligations.

What access plans need to achieve

An access plan is not just a drawing that shows a compliant path of travel. It is a documented strategy for how people with disability will approach, enter, move through and use a building or site. Depending on the project, it may also need to demonstrate the logic behind key decisions, identify departures from deemed-to-satisfy provisions and flag where a performance solution or further specialist input is required.

In practical terms, the plan should show whether the access strategy is buildable. A corridor width may satisfy a numeric requirement, but if door swings, joinery, handrails or services intrude into the circulation zone, the real usability changes. The same applies to ramps, kerb ramps, lift lobbies, hearing augmentation, accessible sanitary facilities, swimming pool access, seating layouts and tenancy interfaces.

That is why access planning should be embedded early. Retrofitting compliance after planning approval or tender documentation is usually more expensive and often produces clumsy outcomes.

How to prepare access plans from the outset

The best starting point is to define the scope before any mark-up begins. Not every project has the same obligations, and not every drawing package needs the same level of access detail. A new Class 2 development, an SDA project, a school upgrade and a heritage adaptation will each raise different issues.

At this stage, establish the building classification, proposed use, project stage and approval pathway. Confirm which codes, standards, planning controls and client requirements apply. In Australia, that will commonly involve the NCC, referenced Australian Standards and project-specific planning or policy settings. If the site includes existing buildings, it is also necessary to understand what is new work, what is affected part, and where upgrades may be triggered.

This framing matters because it affects what the access plans must prove. Sometimes the key issue is a clear deemed-to-satisfy pathway. Sometimes it is equivalent facilitation, unjustifiable hardship, or a performance-based response to a constrained site.

Start with arrival, not the lobby

One of the most common mistakes is starting the access plan at the building entry. Access begins much earlier. You need to map the user journey from site boundary, street interface or car parking area through to the principal entrance and key internal spaces.

That means reviewing gradients, crossfalls, kerb transitions, surface treatments, landings, gate hardware, lighting and weather protection. If accessible parking is proposed, the relationship between bays, shared zones and the entry path needs to be resolved, not assumed. If a project relies on a rear or side entry as the accessible route, that decision needs careful scrutiny. A technically compliant route that is indirect, poorly supervised or functionally secondary may create a poor user experience and operational risk.

Coordinate the internal path of travel

Once inside the building, access planning becomes a coordination exercise across multiple disciplines. The internal path of travel should be continuous, legible and usable without unreasonable detours. That sounds straightforward, but many conflicts emerge once structure, services, fire requirements and tenancy planning are layered into the design.

Widths and passing opportunities matter, but so do door pressures, circulation around furniture, latch-side clearances, threshold detailing and the position of controls. Lift access should be considered alongside waiting areas, sightlines and route continuity. In larger projects, wayfinding and equitable access to shared amenities become just as important as the base dimensions.

For multi-storey developments, do not isolate vertical circulation from the broader access strategy. A lift may satisfy movement between levels, but the destination spaces on each level also need suitable circulation, sanitary provision and access to key functions.

The detail that often determines compliance

Many access issues are not caused by major design decisions. They come from details that are left unresolved until documentation or construction. This is where access plans need to move beyond broad intent.

Accessible sanitary facilities are a good example. Room dimensions alone do not prove compliance. The set-out of pans, basins, grabrails, circulation spaces, door swings, accessories and services all need to work together. If one item shifts to accommodate structure or hydraulic constraints, the room can quickly become non-compliant.

The same applies to ramps and stairs. A compliant gradient is only one part of the assessment. Landings, handrails, kerb rails, tactile indicators, nosings, crossfalls and approach clearances all need to be considered as a package. On external works, drainage design can also compromise usability if grates, ponding or abrupt level changes occur within the accessible path.

For commercial and public buildings, access planning should also consider counters, seating, hearing augmentation, signage and fitout interfaces. A base building may technically comply, but if the public-facing elements are not usable, the project still carries risk.

When how to prepare access plans depends on the building type

There is no single template for how to prepare access plans because the right approach depends on the asset type, user group and project constraints.

In residential work, common issues include equitable entries, adaptable or livable housing requirements, circulation within apartments and access to communal facilities. In SDA projects, the access plan must align closely with the relevant design category and participant needs, with documentation detailed enough to support both compliance and practical occupation.

In education and childcare projects, supervision, group movement, sensory needs and access to learning or play environments often shape the strategy. In aged care, gradients, travel distances, bathroom usability and operational support requirements become more pronounced. In transport and public assets, the challenge is often about scale, wayfinding, interchanges and the interface between legacy infrastructure and current standards.

Heritage projects need especially careful judgement. The access objective does not disappear because a place is constrained, but the pathway to compliance may require more nuanced design thinking, staged upgrades or performance-based justification.

Use the right level of documentation

A frequent problem is either under-documenting access or overloading general architectural drawings with disconnected compliance notes. Neither helps the project team.

Good access plans should be clear about what is being shown and why. At concept stage, that may mean diagramming the access strategy, principal routes, vertical circulation and major facilities. At DA or planning stage, the focus may be on demonstrating that equitable access has been properly considered and integrated. At construction documentation stage, dimensions, set-outs, fixtures, thresholds and annotations need to be specific enough to guide delivery and reduce ambiguity on site.

It is also worth distinguishing between access design intent and final compliance verification. Some matters can be set early. Others need checking once consultant coordination, product selection and shop drawings are available.

Review plans against real use scenarios

Compliance checking should not be reduced to line-by-line dimension review. The better question is whether the proposed environment will work for people using mobility aids, people with low vision, people with hearing impairments, older users, carers and staff supporting others.

This is where practical testing adds value. Trace the path from arrival to entry, from entry to lift, from lift to sanitary facility, and from circulation zone to key rooms or amenities. Look for pinch points, awkward manoeuvres, heavy doors, inconsistent levels and conflicts between compliant elements. On complex projects, this review often reveals issues that are invisible in isolated details.

An experienced access consultant with architectural capability can be particularly valuable here because the role is not just to identify a clause breach. It is to resolve the issue in a way that remains buildable, commercially sensible and consistent with the design intent.

Common errors to avoid

The most expensive access issues are usually predictable. They include assuming the certifier will resolve design gaps later, relying on generic standard details without project-specific coordination, treating the accessible route as separate from the main user experience, and leaving bathroom or ramp design until late documentation.

Another recurring problem is failing to coordinate access requirements with services and structure. A compliant corridor can become non-compliant once a fire hose reel cabinet, nib wall or duct bulkhead is introduced. Likewise, a well-planned entry sequence can be undermined by door hardware, security controls or poorly located intercoms.

These are not minor drafting issues. They affect approval certainty, construction cost and the credibility of the finished asset.

Access plans work best when they are part of the design process

The strongest access plans are not produced in isolation. They emerge from early review, disciplined coordination and informed judgement about risk, standards and user outcomes. For project teams, that means bringing access expertise into the conversation before planning is locked in and before documentation becomes too rigid to adjust efficiently.

Equitable access is rarely achieved by adding compliant dimensions at the end. It is achieved by making deliberate design decisions early, documenting them clearly, and testing whether they will work when the building is actually in use. That is where access planning stops being a compliance exercise and starts adding real value to the project.
