How to Document Performance Solutions Well

A performance solution can resolve a genuine design constraint without compromising the intent of the National Construction Code (NCC). But the value of the solution rests on the quality of its evidence. Knowing how to document performance solutions means turning a design rationale into a clear, traceable case that a certifier, approving authority, builder and future facility manager can understand and rely on.

For accessibility matters, this is particularly significant. A proposal may depart from a Deemed-to-Satisfy (DtS) provision because of an existing building condition, heritage constraint, site geometry or a competing safety requirement. The documentation must show more than that a standard detail is difficult to achieve. It must demonstrate that the proposed outcome satisfies the relevant NCC Performance Requirement and supports equitable, dignified use of the environment.

Start with the right compliance question

A performance solution should not begin as a drawing note or a late response to a non-compliance. It begins by identifying the precise NCC requirement that applies to the building, the affected users and the proposed work.

Set out the relevant NCC Performance Requirement, then identify the DtS provisions from which the design departs. This distinction matters. A DtS clause is one recognised pathway to compliance. It is not necessarily the Performance Requirement itself. Documentation that treats the two as interchangeable can obscure the actual question the assessment needs to answer.

For example, a constrained entry upgrade may be unable to accommodate a conventional compliant ramp configuration. The documentation should define the functional outcome required at that entrance, including safe and independent access for people using mobility aids, rather than simply stating that the nominated ramp gradient cannot be achieved.

The scope should also be explicit about what has and has not been assessed. Identify the building classification, applicable NCC edition, relevant state or territory variations, project stage and assumptions relied upon. In an existing building, distinguish between the area of work, the affected path of travel and broader upgrade obligations. This avoids a narrow solution being mistaken for a whole-of-building assessment.

How to document performance solutions with a clear structure

The most effective performance solution reports are easy to interrogate. A reader should be able to follow the path from the design issue to the evidence and then to the compliance conclusion without searching across multiple documents.

A practical report structure generally includes the project and document details, a defined scope, the relevant NCC requirements, a description of the proposed design, the assessment methods, supporting evidence, conclusions and implementation conditions. Drawings, schedules, photographs, technical data and calculations should be appended or clearly referenced.

Describe the proposed design precisely

Avoid broad statements such as “improved accessible entry” or “alternative accessible sanitary facility”. Describe what will be built. Include dimensions, levels, gradients, door operations, circulation spaces, surfaces, handrails, controls, signage, lighting and any operational measures that form part of the solution.

Where drawings carry the detail, reference the drawing number, revision and date. A performance solution tied to an outdated architectural package may no longer reflect the approved design. Revision control is not administrative housekeeping - it is fundamental to maintaining the integrity of the assessment.

For access-related proposals, plans and sections are often both necessary. Plans can show paths of travel and circulation, while sections establish gradients, landings, thresholds, head clearance and relationships between existing and proposed levels. Photographs and measured site information can be equally important for retrofit projects.

Link every claim to evidence

A conclusion should be supported by an identifiable assessment method. Depending on the issue, the NCC permits assessment through evidence of suitability, verification methods, expert judgement and comparison with DtS provisions. More than one method may be appropriate, particularly where a proposal addresses safety, usability and building constraints together.

Expert judgement has a legitimate place in performance-based design, but it should never read as an unsupported opinion. Explain the assessor’s qualifications, the information reviewed, the criteria applied and the reasoning that connects the evidence to the conclusion. Where relevant, refer to applicable Australian Standards, human factors data, product information, precedent testing or stakeholder consultation.

The strength of an access performance solution is usually found in its functional analysis. Consider how people approach the space, identify and operate entry points, move through pinch points, use amenities, respond to changing levels and exit safely. The assessment should account for a range of users, including people with mobility, vision, hearing, cognitive and sensory disabilities. It should also recognise that a technically possible route may not provide equitable access if it is remote, difficult to locate, dependent on staff assistance or available only at restricted times.

Assess the whole user journey, not one detail

Many poorly documented solutions focus narrowly on the item that triggered the departure. A platform lift, for instance, cannot be assessed in isolation from its approach, waiting space, controls, emergency arrangements, maintenance regime and alternative route. Similarly, a non-standard doorway arrangement needs assessment of the threshold, clear opening width, manoeuvring space, hardware and relationship to the path of travel.

This is where architectural and access expertise adds practical value. The question is not simply whether an individual component resembles a compliant detail. It is whether the design delivers the required level of safety, accessibility and amenity in its actual setting.

There are trade-offs. A heritage building may offer limited opportunities to alter fabric at a principal entrance. A carefully designed alternative route may be reasonable where it is direct, legible, independently usable and integrated with the building’s normal arrival sequence. A route through a service area, locked gate or staff-only space is less likely to provide an equivalent outcome, even if the physical dimensions appear acceptable.

Document these trade-offs openly. Explain the constraints, alternatives considered and why the preferred option provides the most appropriate outcome. This demonstrates that the performance solution is a considered response, not a justification prepared after a design decision has already been fixed.

Make the solution buildable and verifiable

Approval-stage documentation needs to translate into construction-stage certainty. If the performance outcome depends on specific dimensions, finishes, equipment settings or management procedures, these requirements must appear in the drawings, specifications and relevant schedules.

Use measurable language wherever possible. State the required finished gradients rather than relying on nominal set-out levels. Nominate slip resistance, luminance contrast, door operating force, tactile indicators or handrail configuration where these elements support the assessment. If an item must be installed to a particular manufacturer’s requirements, identify the product basis and any performance characteristics that cannot change without reassessment.

Conditions of implementation are often essential. A solution may depend on a door remaining unlocked during operating hours, furniture being kept outside a circulation zone, staff being trained to operate a lift, or a management plan being maintained. These matters should be documented as enforceable project requirements, not informal expectations.

The report should also identify what needs to be checked on site. Critical dimensions and operational features can be included in an inspection checklist or certification hold point. This is especially useful where small construction changes can materially affect access outcomes, such as a raised threshold, altered door swing, misplaced bollard or reduced landing depth.

Coordinate early with the approval and delivery team

Performance solutions are more efficient when developed before the design is locked in. Early collaboration between the architect, access consultant, building surveyor or certifier, fire engineer, structural engineer and client helps test feasible options before documentation is issued for approval or tender.

This does not mean every departure requires a lengthy report. The scale of documentation should match the complexity and risk of the proposal. A modest, well-evidenced solution may be relatively concise. A solution affecting evacuation, vertical circulation, sanitary facilities or a primary public entrance will generally require more detailed analysis and coordination.

For projects subject to planning conditions, disability access obligations or organisational inclusion commitments, align the performance solution with those requirements as well. NCC compliance is central, but it may not be the only benchmark that matters. A compliant minimum response can still fall short of the client’s operational needs or the community’s reasonable expectations of access.

A well-documented performance solution gives project teams a defensible pathway through complex constraints while keeping the focus where it belongs: a built outcome that people can use safely, independently and with dignity.
